    I have always hated this wording. It would make so much more sense to have it the other way around: If using restraint with an infant weighing less than 22 pounds,use only in a rear-facing position.

    This has been a source of much confusion for the parents I have worked with, and I’ve received panicked calls from people who think they have to buy a new seat to continue RF. If it said “Child restraint MUST be used in the RF position for children under 22 lbs” it would be so much clearer!
